The reform that has been adopted by the Spanish Government affects workers in general and especially in the Cultural Sector and Performing Arts already suffering the consequences of drastic economic cuts. The reforme would have irreparable consequences on the cultural sector in Spain.

Below is a small update on a new, French, government-led initiative to promote digitization of feature films and commercial exploitation of this format:

France: Digitisation of cinematographic works
The French government has signed an agreement with 6 French "societés détentrices de catalogues" (Europacorp, Gaumont, Pathé, SNC, Studio 37 and StudioCanal) in order to digitise at least 1000 feature films in French language. The agreement was signed on 15 May 2010 in Cannes, in the presence of the "Societé des auteurs et compositeurs dramatiques" and the Cinémathèque Française. The agreement is open to other cinematographic right-holders. Under this agreement, the State may finance up to 70% of the cost of digitisation. Digitised films should meet at least the 2K standard. In return, the right-holder should commit itself to do a commercial exploitation of the digitised works.

The agreement (in French) can be downloaded here

FIA’s 19th Congress recently took place in Marrakech from the 24-27 of October 2008. We were received in Marrakech by our host union SNPT, whose hard-working team, lead by El Hassan Neffali, contributed greatly to the success and smooth running of the event. Certainly the Congress in Marrakech was an unforgettable occasion, and an important moment in the life of the Federation. It was also an occasion that enjoyed a great deal of visibility in the Moroccan press, as well as the substantial support of local politicians and organisations. We were greatly honoured to receive the patronage of his Majesty Mohamed the 6th for our 19th Congress. His speech, which was relayed to the Congress members by his representatives, was a very valuable addition to the Congress proceedings and discussion.

The group focused on the follow up to the EU green paper on "Modernising Labour Law", as well as on the latest draft of the Audiovisual Media Services directive, the issue of state aid in the film industry and on the private copying remuneration schemes. EuroFIA members welcomed the EU Commission communication extending the state aid regime for the film industry in Europe until 2009, but stressed the need to watch out for any possible ban of “territoriality” clauses after this date – which make national funding available on condition that a minimum percentage of the production budget is spent where the aid is given.
